Outfit approval for work in electrical installations

Today we’ll talk about something that many electricians who make wiring in apartments did not even hear about, but every day electrical workers in enterprises or organizations deal with this. When they are sent to carry out some types of tasks, they are preliminarily given an admission order for work in electrical installations. We will talk about what it is later in the article.

Definition

One of the main documents for an electrician is PBEEP or the Rules for the Safe Operation of Electrical Installations of Consumers. On it annually, and in the event of a break in work for more than 6 months or other situations, they often pass exams to obtain an electrical safety clearance group. Let's look at what is written in it, below is a screenshot from the text of this document.

Tolerance (outfit) - an order drawn up on a special form for the safe conduct of work, defining its content, place, start and end time, necessary safety measures, the composition of the team and those responsible for the safe performance of work.

Smart Access System - a set of measures ensuring the safe performance of work in electrical installations. Consists of organizational and technical activities. Technical activities are carried out in the preparation of the workplace.

In other words:

An admission order is a document in which it is written what, where, to whom and at what time you need to do, as well as what security measures to pre-execute. That is, the composition of the brigade, the head of work is prescribed, which posters to hang out, where to put up fences.

It is needed to improve safety and clarity when performing work, to reduce the likelihood of errors, and emergency situations. It is discharged in duplicate. Or three in the transfer of the order by phone - one is filled in to those who issue, and two to those who receive it.

Who is being admitted to the outfit

The list of persons that are indicated in the admission order is as follows:

• Performance Manager.

• Admitting.

• Work producer.

• The members of the brigade.

The surname, initials and admission groups of each employee are recorded. Thus, you can always determine who performed the work. In practice, this will allow in case of unforeseen situations to find someone who will be responsible for the consequences of improperly performed work and attach access to the investigations in cases of accidents and accidents.

The admission order is issued only for one team and one work, and only 1 copy is issued to the manager. But one outfit may contain several works of the same type.

But if the workplace is transferred, expanded - a new outfit is issued.

Who gives outfit clearance and how much

The production manager and his deputy, the head of the electrical service, departments and sections on which work will be performed, have the right to issue an admission order; in addition to them, other production managers can issue orders, it can be: the chief power engineer, technologist, metrologist or other responsible persons who have passed who have the appropriate qualifications and the right to issue orders (determined by order for a particular company).

It is worth noting that in the production of small works lasting one shift, the one who issues the admission order may be admitting, and the head of work can also be the producer of the work. But the rules prohibit both being a producer and allowing.

The issuer is responsible for the completeness and accuracy of filling, as well as the security measures specified therein and the correct appointment of responsible persons and team members in accordance with their qualifications.

The admission order shall be issued for a period of not more than 15 calendar days, while it may be extended once for the same period of not more than 15 days. The decision on the extension is made by the person who issued the order; this information can be transmitted by telephone, allowing the employee, manufacturer or responsible for the correct execution of the work.

What may be attached to the admission along with other filling features

With an admission order, schemes for disconnecting existing equipment are attached, documents on coordination with organizations whose lines or communications are located next to the place where they will be carried out.

If necessary, for example, when performing work in confined spaces, a document on air analysis.

Important:

It is forbidden to write in pencil or make several copies through copy paper in the admission order. Striking through, correcting, cleaning or correcting is also prohibited.

If there is not enough space to fill in - apply an additional form under the same number.

What to do with the admission order after completion of work and cases for their premature termination?

If you find that:

• conditions at the place of work do not meet the safety requirements prescribed in the order,

• the scope of work has changed, the composition of the team or the conditions for their implementation, you can stop their implementation,

• an emergency has occurred

• there was a break in work longer than a day.

It is possible to resume work after eliminating the reasons for stopping and getting a new outfit.

The admission order is given or closed after the completion of work. To do this, the leader removes the brigade from the workplace and removes the fencing, portable grounding and posters, closes the electrical installation, after a complete check of the workplaces in the outfit indicates the complete completion of work. After complete completion, the observer passes the outfit to the admitting one. At the same time, if transfer is not possible, then it is left in the folder of existing orders or kept and handed over no later than the next day.
